For the programs to display Arabic correctly, the Locale will need to be enabled or else text may appear as jibberish.

To enable system locale in Windows Vista & 7

  1. Click Start menu, and then click Control Panel.
  2. If the control panel is in the category view, click Switch to Classic View.
  3. Double click Regional and Language Options.
  4. Click on the AdministrativeTab
  5. under Language for non-Unicode programs, click Change Systems Locale... 
  6. Click the Drop-Down List and select Arabic
  7. Click OK
  8. Click Restart now
Note: Arabic (Egypt) was selected as more often than not Arabic software seem be compatible with this option.
